Best International Recruitment Agencies for Startups in 2026

A criteria-first look at international recruitment agencies startups actually consider, including Recruitmint, with the stated basis for inclusion and a link to each firm's own site.

By The Recruitmint Team

The international recruitment agencies startups actually shortlist in 2026 split into three groups: enterprise executive-search incumbents with global office networks, growth-stage-focused search firms built for venture-backed clients, and engagement models like sourcing sprints and embedded search that price by scope rather than by retainer. Which one fits depends on the role, the region, and how much of the search you want to run yourself.

What qualifies a firm for this list

Three things matter when a founder or hiring leader is comparing international search partners: reach across more than one region, a stated way of pricing or engaging (retainer, contingency, sprint, subscription), and evidence the firm's own site names companies at earlier growth stages, not only large enterprises.

Each entry below is described using only what that firm's own site states about its scope, sectors, and regions. Where a firm's site names startups, venture-backed or growth-stage clients directly, we say so. Where a firm's stated audience runs toward large or established enterprises, we describe that instead.

The order below runs roughly from the largest, most enterprise-oriented firms to the more founder-facing and stage-specific options. It is not a ranking of quality. It is a map of what kind of company each firm is built to serve.

1. Heidrick & Struggles

Heidrick & Struggles describes itself on its own homepage as "a pioneer in executive search" that helps clients "recruit exceptional leaders," with services spanning Executive Search, Leadership, On-Demand Talent, and Organization & Culture (heidrick.com). It names industry sectors including Consumer Markets, Financial Services, Healthcare & Life Sciences, Industrial, Private Capital, Social Impact, Sustainability & Climate, Technology, and Venture Capital, alongside functional practices covering CEO & Board, Financial Officers, Human Resources Officers, and AI & Technology Officers among others (heidrick.com).

Its homepage states a presence in "28 markets around the world," and its own offices page lists locations across North America, Africa, Europe, Asia Pacific, Latin America, and the Middle East, including offices in South Africa, the UAE, Saudi Arabia, and across most of Western Europe (heidrick.com/en/offices).

Best fit for: in our judgment, a company already operating at the size and complexity where board and C-suite mandates benefit from the sector and functional depth Heidrick publishes across its practices.

2. Korn Ferry

Korn Ferry's own homepage frames the firm as "bringing together strategy and talent to drive superior performance," and its About Us page lists services including Board & CEO Services, Organization Strategy, Assessment & Succession, Talent Acquisition, Leadership & Professional Development, Total Rewards, and Training & Certification, across sectors including Consumer Markets, Government & Public Services, Healthcare, and Technology (kornferry.com, kornferry.com/about-us).

The firm states it serves "96% of Fortune's top 50 world's most admired companies" and, separately on its About Us page, "50% of The Fastest-Growing Companies in the World" (kornferry.com, kornferry.com/about-us). Its Find an Office page lists locations across North America, Latin America, Asia Pacific, and EMEA, naming cities from Toronto and Mexico City to Singapore, Dubai, and Johannesburg (kornferry.com/about-us/global-offices).

Best fit for: a company that has already scaled past founder-led hiring and needs the breadth of a firm with a stated presence across four continents, particularly for board or CEO-adjacent mandates.

3. Spencer Stuart

Spencer Stuart's homepage states it helps clients "find and develop outstanding leaders, improve team and board performance, and align culture with your strategy," through Executive Search, Board & Leadership Consulting, Executive Assessment, and related advisory lines (spencerstuart.com). Its sector list includes Technology Media & Telecommunications, Consumer, Financial Services, Healthcare, Industrial, and Private Equity, with functional coverage spanning Board and CEO, Human Resources, and Technology and Digital Officer roles (spencerstuart.com).

Its Global Locations page lists offices across Asia Pacific, Europe, Middle East & Africa, North America, and South America, including a Central & Eastern Europe office in Warsaw and a Middle East office in Dubai (spencerstuart.com/locations).

Best fit for: a leadership or board mandate where the sector match (technology, financial services, industrial) matters more than speed, and where a global office footprint across five regions is a real requirement.

4. Riviera Partners

Riviera Partners describes itself as "the largest tech-focused firm specializing in Product, Engineering, AI, Cybersecurity, IT, and Design executive search," offering Executive Search, a Team Builds service called Paragon, and Talent Advisory (rivierapartners.com). It names client types directly: "venture-backed" companies, "PE-backed companies," "late stage and public companies," and "startups," and its About page adds that it works with "leading private equity investors," "venture capitalists," and "innovative companies globally" (rivierapartners.com, rivierapartners.com/about).

Its homepage states a presence in "120+ Cities" and "20+ Countries," and its About page lists offices in San Francisco, Los Angeles, Bozeman, New York City, Providence, and London, plus an EMEA practice (rivierapartners.com/about).

Best fit for: a venture-backed company hiring a Product, Engineering, or AI executive that wants a firm naming startups directly as a client type.

5. Hunt Club

Hunt Club's own site states it is "the executive search partner for high-growth VC and PE-backed companies," offering Executive Search and Team Builds through what it calls "an integrated search platform and exclusive network" (huntclub.com). Its About Us page states "90% Clients are investor-backed," describing its client base directly as high-growth VC and PE-backed companies (huntclub.com/about-us). Its homepage names industries including Consumer, Software & Technology, SaaS, B2B Marketplace, and AI HR Technology, and organizes hiring by role, by business stage, and by industry (huntclub.com).

Best fit for: an investor-backed company that wants a firm stating its client mix as majority investor-backed, for roles organized around stage and function rather than geography.

True Search's own domain redirects to trueplatform.com, where the firm calls itself a "premier, go-to global talent management platform, helping clients solve their most pressing leadership needs" (trueplatform.com). Beyond True Search for executive recruiting, it lists TrueBridge for fractional and interim placements, True Talent Labs for advisory and assessment, Thrive as a Talent CRM, and SearchEssentials for tailoring the hiring process (trueplatform.com).

Its sector list runs from Artificial Intelligence and Cybersecurity & Defense Tech to Enterprise Software & Services and Life Sciences, and it lists regions as Americas, APAC, and EMEA, with client types named as Mid-Large Cap, Nonprofit & Social Impact, Private Equity, and Venture Capital (trueplatform.com).

Best fit for: a venture-backed or private-equity-backed company that wants a stated multi-region footprint (Americas, APAC, EMEA) alongside services beyond a single search, such as fractional leadership placement.

7. HireKosovo

HireKosovo sits under the Recruitmint umbrella as the sister brand focused specifically on Balkan hiring. Its own site states it helps founders "hire AI-fluent, tech, and creative talent from Kosovo and the Balkans through a structured system built for founders, operators, and enterprise hiring teams," naming client types as "founders and startup operators," "founders and VC-backed startups," and "enterprise hiring teams" (hirekosovo.com).

It states its own engagement terms plainly: the platform "operates on a subscription basis for businesses" at "$99/month, which provides access to candidate profiles, job posting, and recruiter support," and companies pay candidates directly with "no markups, no hidden fees" (hirekosovo.com).

Best fit for: a company whose need is narrowly Balkan-region technical or creative hiring at volume, where a subscription model and direct-pay structure fit better than a per-search engagement.

8. Recruitmint

We search six regions: Western Europe, North America, the Balkans, Eastern Europe, the Middle East, and Latin America, and we describe all three engagement models by structure directly on the Hiring Scorecard: Sourcing Sprint is sourcing and shortlist delivery only, with the client running interviews; Full Search combines a launch fee with a success fee on placement, covering calibration through offer and close; and Embedded Partner combines a monthly fee with a reduced success fee, for dedicated capacity across multiple active roles. Success fees vary based on role seniority, search complexity, and hiring volume, and executive-level or unusually complex searches may be quoted individually. Pricing for all three models is available on request.

Our positioning states we are an international search and recruitment partner for founder-led, growth-stage, and complex international organizations, hiring across Government Contracting, Product & Technology, Growth & Ecommerce, and Leadership & Executive Search. We calibrate the role before we source, because the harder part of a search is usually understanding what the business actually needs, not finding names.

Best fit for: a founder-led or growth-stage company that wants engagement terms defined clearly up front, before a conversation starts, and that is hiring into one of the four sectors above.

How to actually choose

Start with the mandate, not the firm. A single, well-defined mid-level role with real applicant flow rarely needs any of the firms above. It needs a job post and a structured interview process.

Where a firm becomes worth the fee is when the role is high-impact, hard to define, or requires talent in a market you do not have a network in already. At that point, three questions narrow the list fast:

  1. Does the role need enterprise sector depth, or founder-stage speed? Heidrick & Struggles, Korn Ferry, and Spencer Stuart publish deep functional and sector practices built for board and C-suite mandates. Riviera Partners, Hunt Club, and True Search name venture and PE-backed clients directly.
  2. Is the region a factor? If the hire needs to happen in the Balkans specifically, a subscription-priced, region-specific option like HireKosovo is worth a look before a broader international search. If the hire could come from any of six regions, that argues for a firm that searches across all of them.
  3. Do you want the engagement structure defined before the first call? Our own engagement models sit directly on the Hiring Scorecard, described by structure: Sourcing Sprint (shortlist only), Full Search (launch fee plus success fee), and Embedded Partner (monthly fee plus reduced success fee), with pricing available on request. If you are unsure which of the three fits (sourcing only, end-to-end, or ongoing capacity), the scorecard answers that in a few minutes, using the same questions any of the firms above would ask on an intake call.

For a longer look at how cross-border search actually works, including where employer-of-record questions come into play, our international recruitment agency guide and our comparison of employer of record versus contractor cover the parts of the decision that sit outside the recruiter relationship itself.

The short version

The list above splits into enterprise executive-search incumbents with deep sector practices and large office networks (Heidrick & Struggles, Korn Ferry, Spencer Stuart), growth-stage specialists that name venture and PE-backed clients directly (Riviera Partners, Hunt Club, True Search), a Balkan-specific subscription model (HireKosovo), and our own three engagement models, which search six regions across four sectors and are described by structure on the Hiring Scorecard, with pricing available on request. The right choice depends on whether the mandate needs enterprise sector depth, stage-specific speed, region-specific reach, or an engagement structure you can see clearly before the first conversation.

FAQ

What is the difference between an executive search firm and a growth-stage recruiting firm?

Based on their own published pages, firms like Heidrick & Struggles, Korn Ferry, and Spencer Stuart organize around sector and functional practices (board, CEO, financial officers) with global office networks spanning dozens of markets. Firms like Riviera Partners, Hunt Club, and True Search name venture-backed and PE-backed companies as client types directly on their sites, and organize search around company stage as much as function.

Do international recruiting firms publish their fees online?

Practices vary by firm. We describe all three of our engagement models by structure openly: Sourcing Sprint is a shortlist only, with the client running interviews; Full Search combines a launch fee with a success fee on placement; and Embedded Partner combines a monthly fee with a reduced success fee. Pricing for all three is available on request. HireKosovo states a $99 per month subscription for platform access, with companies paying candidates directly.

How many regions do we search across?

We search six regions: Western Europe, North America, the Balkans, Eastern Europe, the Middle East, and Latin America. Our team's background also includes operating experience across the United States, Canada, EMEA, LATAM, and South Africa specifically.

Should a founder-led startup use a large executive search firm or a growth-stage specialist?

It depends on the mandate. A board or CEO search at a company that has already scaled into enterprise complexity may fit the sector depth published by Heidrick & Struggles, Korn Ferry, or Spencer Stuart. A founding engineer, Head of Growth, or first CTO hire at an earlier-stage company more often fits a firm that names startups or venture-backed companies as its stated audience, such as Riviera Partners, Hunt Club, or True Search, and we built our own three engagement models around that same founder-stage need. Our take on comparing engagement models, in more depth, sits in our recruiter fees and engagement models piece.
